The Greater Idaho Healthcare Coalition (GIHCC) is made up of hospitals, local public health districts, EMS organizations, county emergency management, and other agencies that are within the regional healthcare system.

How are we Funded

GIHCC is funded by the U.S. Department of Health and Human Services through the Hospital Preparedness Program. The Idaho Department of Health and Welfare designates Portneuf Medical Center to administer funds, while coalition members contribute in-kind support through their organizations.

Our Mission

GIHCC’s mission is to enhance medical surge capabilities, foster interagency collaboration, and build a resilient healthcare system ready to respond to emergencies and public health challenges.

We are dedicated to providing healthcare preparedness through coordination, collaboration, and communication to effectively manage resources, assets, and personnel across the South Central, Southeastern, and Eastern regions of Idaho.

Our Purpose

The Greater Idaho Health Care Coalition (GIHCC) unites public health, healthcare, emergency response, and community partners to build and sustain a regional healthcare system for emergency preparedness, response, and recovery.

We focus on:

  • Strengthening medical surge capabilities for emergencies, including natural disasters, bioterrorism, and public health threats.
  • Sharing critical information efficiently during crises via established communication pathways.
  • Enhancing readiness through situational awareness, training, and exercises.
  • Promoting standardized preparedness practices across healthcare communities.
  • Supporting resource coordination during shortages or crises.
  • Advancing Hospital Preparedness Program capabilities: readiness, coordination, continuity of care, and medical surge.

Our Objectives

GIHCC is committed to a resilient healthcare system in Greater Idaho by ensuring healthcare providers have the tools and resources to protect communities during emergencies.
Key objectives include:

  • Strengthening regional healthcare preparedness and medical surge capacity.
  • Collaborating with a 13-member Advisory Board, representing hospitals, emergency management, fire/EMS, public health, and the Shoshone-Bannock Tribes.
  • Equitably distributing funding and activities across 24 counties and one Tribal nation.
