The Western Idaho Healthcare Coalition (WIHCC) is made up of hospitals, local public health districts, EMS organizations, county emergency management, and other agencies that are within the regional healthcare system.

Our Mission

The mission of the Western Idaho Healthcare Coalition (WIHCC) is to foster a collaboration of healthcare organizations and providers, public health departments, county emergency management, Emergency Medical Services (EMS), and community partners working together to care for our community before, during and after an emergency.

Our Vision

To be a reliable and consistent partner, be a source of support, and respond to emergencies in the region. The WIHCC aims to provide the highest level of service and response during all medical surge situations, whether minor or major.

Our Purpose

To provide a consistent source of support and response to our partners and communities within our ten-county region by utilizing the HPP Core Functions.

  • Assessment and Risk Mitigation – Anticipate challenges and mitigate risks to support decision-making that meets community or jurisdictional healthcare needs during a disaster or emergency.
  • Information Sharing – Collect and share near real-time information to provide multidirectional health care situational awareness during an emergency or disaster.
  • Specialty care planning and coordination. Incorporate necessary expertise to support health care readiness planning, disaster and incident management, including for specialty care delivery, and/or to address specific hazards or events.
  • Respond. Coordinate and support the implementation of plans, policies, and procedures among recipients, HCCs, HCC members, and their partners to address patient care needs during and emergency or disaster. 
  • Health care workforce support. Equip, protect, and support the health care workforce by providing access to health care readiness resources, training, and exercises. 
  • Resource management. Facilitate resource management and planning among recipients, HCCs, HCC members, and their partners to mitigate shortfalls, maintain operations, and sustain delivery of patient care. 
  • Training, exercise, and evaluation. Conduct trainings, exercises, and evaluations that incorporate input from assessments, plans, and policies, and previous trainings and exercises to evaluate, validate, and improve readiness and response processes.
  • Continuity and recovery. Support the improvement of processes and systems that promote continuity of health care operations and aid in recovery. 
  • Organizational development. Create and carry out strategies to sustain and grow HCCs and their partnerships.
